Troop 475 Active Participation Policy

Purpose

To ensure Scouts are actively engaged in troop activities, fostering personal growth, leadership, and readiness for rank advancement.

Definition of Active Participation

The 2025 BSA Guide to Advancement defines that “Active Participation” requires that a Scout must be:

  1. Registered with the troop.
  2. In good standing (e.g., dues paid, adherence to the Scout Oath and Law).
  3. Meet the unit’s reasonable participation expectations; or, if not, a lesser level of activity is explained.

T475 Participation Expectations

Ranks: Scout to First Class

Follow the specific activity requirements as detailed in the Scouts BSA Handbook.

For Ranks: Star, Life, and Eagle

Over the required active period (four months for Star, six months for Life and Eagle), a Scout is expected to:

  • Attend at least 50% of troop camping trips.
  • Attend at least two-thirds of troop meetings.
  • Participate in at least 50% of other troop activities (e.g., service projects, advancement sessions).
  • Attend at least one Court of Honor during the period.

Note: Participation in a week-long summer/winter camp, or other BSA-sponsored events such as NYLT or Order of the Arrow, count as fulfilling both an outing and multiple activity requirements.

Monitoring and Documentation

  • Scouts are responsible for signing in at each activity to ensure accurate records.
  • Attendance will be tracked by the troop’s designated attendance coordinator.

Exceptions and Special Considerations

If a Scout falls below the participation expectations:

  • They should provide an explanation for the reduced participation.
  • The Scoutmaster and Committee will review the circumstances.

A special Board of Review may be necessary to assess the Scout’s readiness for advancement.

Implementation

This policy is effective as of June 1, 2025. Scouts advancing in rank after this date will be evaluated based on these guidelines.
